The 15-year fixed-rate mortgage hit an all-time low of 3.21
percent while the 30-year fixed matched its record low of 3.94
percent as the housing market continued to struggle, Freddie Mac
reported Dec. 15 in its weekly Primary Mortgage Market
Survey.
